Add a link to open the Issue Collector in the admin menu

For our users who has access to the site admin menu, adding the issue collector to the admin menu would be more in line with their current user experience while using Drupal.

It could be turned on and off with an option in this module, so we could choose between the usual pop-ip or the menu link. The pop-ip could be the fallback for when users don't have the right to access the admin menu, but should see the issue collector.
