Why different workflow?

Why is the workflow different from what maintainers are familiar with?

Current workflow on issues is to:
- Set to Fixed when applied.
- Set to RTBC for getting attention of maintainer
- Set to Needs work when it needs work
- Set to Needs review when work done needs to evaluated.
- Set to Fixed(won't fix) when not taking suggested action

Suspect confusion on setting issue to Fixed. As they don't realize they are opting out.
Currently, the issues are set to RTBC and back to NR. Unfortunately, no motivation provided. Suspect again pavlov reaction.
