Recommended module versions

Thanks for submitting this issue, it's been a long time and the current stable release supports both Drupal 9 and Drupal 10, I updated the documentation for pointing the suggested versions of these modules, which are:

• Simplenews (4.x)
• Bootstrap Layouts (5.3)

I installed these myself and had no issues installing the modules, I'll do some additional tests before closing this issue, I'll move it to "Needs Review"
