0 byte images are generated for image styles

On occasion, there are image derivatives that are generated that are 0 bytes, this seems to happen most when a piece of content was published with images attached and thumbnails generated immediately by other traffic on another web frontend instance on AWS. That said, there are no watchdog entries and some thumbnails are perfectly fine. I can also run something like image_path_flush() and all is well afterward.

That said, I propose that we do a check to see if the image file size for a thumbnail is 0 bytes and send the regeneration url if it is.
