Due to limited developer time old feature requests for IEF are being closed. If you still have a need for this functionality, then you may feel free to reopen the issue.
AFAIK it's possible to limit the number of referenced entities in the field settings (as possible in many Drupal fields). But IMO this solution is a bit too unflexible, because it can't changed later when data is stored in the field.
imo the field settings should be set to unlimited. Then there should be a configuration option in the field widget to set the limits. Perhaps the control module " paragraphs limits → " could be a role model.
