synchronize moderation states for all translations of entity

I am working on a patch to do this.

Ideally for this patch to be accepted it should be made as an 'optional' disabled by default feature.

our client is using the entity_translation_unified_form module which allows editing multiple versions (translations) of an entity at once , and when the entity is saved, all languages versions get the same moderation_state

so , to keep things in sync and still use the moderation sidebar, the workflow moderation states are desired to be synchronized with this modules functionality as well.

keeping in mind, this should be an opt-in feature disabled by default.

For now I will keep it simple, provide a patch that just enables this functionality.
