Hi,
when you install D7 and leave the installer (eg over the drupal text+logo) before you've finished Configure Site you can visit your new site as expected, but as you haven't created an admin account you can't do anything. Instead, the user should be redirected to install.php, or better, to the actual configure site ala install.php?profile=default&locale=en
