Moving to project analysis where the code lives now.
Need to update to drupal-rector 0.5.3 and can remove
composer require mglaman/phpstan-drupal phpstan/phpstan-deprecation-rules:~0.11 phpstan/phpstan:~0.11 --dev
Because all these are required by upgrade_status now.
