Unsubscribe-all button

I found that users were tending to use the Stop Notifications option when what they actually wanted was to unsubscribe from everything. Understandable when there isn't a button just to "unsubscribe all".

I've added such a button, I've had this running for quite some time now but only just got round to posting it as a patch.

Yes, this can be useful.

However, I run a site with a lot of novice users, and I would not want these to unsubscribe to everything without prompting for confirmation that they really don't want to receive any subscription notifications whatsoever from this site anymore.

Also, the docblock for the new function is missing.
