If the multi-language is enabled (more than 1 language is enabled), the tokens are not replaced from the title anymore.
Here was some code in the patch which fixes the issue, but was removed in the newer versions of the patch.

I don't know if this a good approach or not, but I exported it to a separate patch.
I also added a Html::decode to fix the Encoding in case of Apostrophe (')
