Settings from the Config Form are not getting applied

Hello,

Installing the latest version for Drupal 8 throws the error

Uncaught TypeError: Cannot read property 'back_to_top_button_text' of undefined
at HTMLBodyElement. (back_to_top.js?v=8.7.11:7)
