This is an issue for an unsupported branch (8.x-1.x).
Is this still an issue in the 2.x branch? Is it a duplicate of ✨ Support Layout Builder on menu item Active or 🐛 Export conflict with layout builder Active ?
Layout builder blocks are being exported with structure sync.
The only issue I am having with it currently is that somehow my inline blocks have the wrong content in them, the values in the YML file match what I expect to see, but when I imported them to a new site, the content is mis matched with other blocks.
