Remove technical debt added to be D9 ready while still supporting 8.7.x core

Problem/Motivation

To make datetime_extras #D9ready, we either have to drop support for 8.7.x core (which I don't want to do), or add technical debt in the form of conditionally checking for alternatives to deprecated code (which I also don't want to do, but core leaves us no choice).

This is the issue to clean up and remove the technical debt once we can officially drop 8.7.x support.

Proposed resolution

Search for @todo pointing here and remove / clean the code.

Remaining tasks

  1. Wait for 8.9.0 official to be released.
  2. Update our requirements to require 8.8.x and up.
  3. Remove the code.
  4. Review.
  5. RTBC.
  6. Commit.
