Workflow for adding inline blocks

I have a couple of pages that were created via Page Manager where I added inline_block:basic blocks via Layout Builder. I created pages with the blocks locally. Then I exported my config and pushed it to production. The problem is that these blocks don't exist in production, so I get a "Placeholder for my block" message when editing the layout page. Now I have to pretty much recreate on production, pull the database and re-export config.

What is the best workflow for handling this? Should I ignore config form Page Manager (I have handled this in the past via Config Split → and Config Ignore → ).
