Remove legacy check for SXMP

All my sites D8 sites have a warning about XMP Library not available. It is my contention this is a legacy reference that no longer belongs on the Status report page. Just like uploadprogress - this is in my opinion just an obvious legacy issue from previous drupal versions.

New/first time adopters of Drupal install a site and want 'green lights'. When they see a warning on their status page they chase it and waste time on something that is handled with newer tech - such as the EXIF management of the image metadata. So why reference something that has no real solution?

I contend this is no longer needed and makes D8 look bad. It can be buried in some obscure note somewhere, JUST like uploadprogress should be.

    There has been no discussion here or other reports of the problem and there are no steps to reproduce.

    Therefore, closing as cannot reproduce. If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue β†’ (starting from "Install Drupal core").
