Repurpose current sandbox server

Our current sandbox server is no longer needed and we have a need to re-purpose this for our future Drupal 8 launch.

Currently, this is running LXC and the sandbox as a container. BEFORE PROCEEDING: Please make a backup of what is on there should we ever need to go back and restore this.

Requirements:

  1. Basic LAMP to serve Drupal
  2. Please make this Drupal 9 ready: PHP 7.4, MySQL 5.7, etc
  3. Please make this easily scriptable (e.g. commit to this repo) to allow people to spin this up on their local systems or rebuild this server as needed
  4. Please download the latest Tugboat binary and give the web server executable permissions
  5. Please stop the sandbox container and LXC daemon
