We are still far away from Bootstrap 5 release, this issue is just a meta issue for the planning and gathering information.
Bootstrap 5 release date is not known for now, but we do know that it will:
Drupal 8 ships with Popper 1.x and Drupal 9 will ship with Popper 2.x. I've tested Popper 2.1.1 against current bs_lib and bs_bootstrap dev versions, dropdown works fine but the tooltip is failing because constructor call in Popper 2.x is changed. This means we can not update to Popper 2.x version in bs_lib for now.
The much bigger question is what to do with the fact that Bootstrap 5 will drop IE. Popper 2.x should work in IE11 fully or maybe with polyfills. But probably other parts of Bootstrap 5 will partially or will not work (like JS components).
We should figure first what is Drupal core plan for dropping IE11 and when with Drupal 9 or Drupal 10 release? Then we should plan Bootpstra 5 update in sync with Drupal core dropping IE and IE11 support.
