Time suffix required for some languages

Where the English representation of a time is 9 - 11am, then same in German is 9 - 11 Uhr which might be similar to what the English language may translate also into 9 - 11 o'clock.

Now, I'm looking how I could add that suffix properly. I could do in CSS but I don't like the idea. Any other suggestions on how that could be done? I believe, similar requirements do exist in other languages too.

    Someone linked to this thread recently, so I thought it would be worth revisiting. Did we establish that adding an optional "suffix" property to Smart Date Formats would solve this issue? It would be some work to implement but not especially complex, I would think.
