Exclude the Domains for not Showing the External Link PopUp

Current Issue:
There is no option to exclude specific domains from showing the external link popup. This usecase is necessary when there are several domains where you do not wish to show the popup but currently, we don't have any option for this functionality.

Proposed Solution:
Provide a checkbox to exclude the Domains from showing the External Link Popup.

    I don't think the two options laid out in #10 are sufficient for all use cases.

    For example, we want to show a popup whenever you are going to an external domain that does not end in .gov, but with the current options, I think that would mean having to maintain a list of every possible TLD that it should show up for, which is a challenge since new TLDs are released regularly.
