I've tried different projects without any success;

    This happens when you're trying to enable module as a theme. To enable theme instead, use: drush theme:in bootstrap_barrio

    Just tested this now by choosing Barrio as the main project and installing. No errors in the build and the site is running a plain Barrio theme.

    Note that Barrio is more of a base theme so there isn’t much to look at:
