Drupal\entity_browser\Plugin\Field\FieldWidget\EntityReferenceBrowserWidget displays a following message: You can select up to 1 media items (0 left). in case a field has cardinality 1 and there is already an entity selected.
In this case, this message does not improve UX IMO.
Introduce a boolean setting on the entity browser widget to show/hide cardinality messages.
