From a UI perspective, it seems redundant to have a separate page just to change roles when this can be done via the standard user form for users with the `administer users` permission.
This was mentioned in the closed task Allow to delegate roles on user creation β but not implemented.
I propose we return AccessResultNeutral for the Role page access check if the user has the `administer users` permission, for which I will provide a patch shortly.
Alternatively, if there is enough support we could provide a role page access specific permission.
