Reproduce
1 moove User menue to Navigation collapsible
2 Make Sure the Menü contains a link visable for logged out users
3 take a mobile Phone and visit the site.
Result menue visable on Desktop but Not on mobile.
Maybe its a breakpoint issue or it works as designed
