MR for 8.x created based on the patch for 7.x.
Patch for 7.x has some spelling issues.
For quite a while now Drupal 8 has had code like
* label_count = @PluralTranslation(
* singular = "@count text format",
* plural = "@count text formats",
* ),
but as far as I can see there is no support for this in potx.
Add support. Also add support for a context key.
