Currently, the language switcher dropdown block shows all the languages enabled on the site.
It would be useful to instead show only a subset of the enabled languages. The use case is there is a period between a new language being enabled, and all the content being translated into it, during which you don't want the site's general users accessing that language and seeing incomplete content.
