When using Entity Embed → , the dialog form to add/edit an entity (EntityEmbedDialogForm) is an instance of FormBase but not of EntityFom, and so the behaviors widget form is not shown.
I'm not sure what the implications of making EntityEmbedDialogForm extend EntityForm are - a question for its maintainers. For now, I've added a patch which renders behavior widget forms in EntityEmbedDialogForm.
