Draggable missing on multiple versions of the same block

This is probably an edge case, so I marked as minor.

I have a Draggable view block attachment attached to a block that it sorts.

Blocks are placed on the page using a Viewreference field in a Paragraph.

In the first placement, the draggable and content blocks appear and function properly.

With subsequent placements of the same view block, the draggable and content blocks appear properly, but the Ajax/draggable part, and the "Show row weights" is missing. Only the sorting numbers appear.

Re-ordering the numbers and saving work as expected, so that is great.

My guess is that it is just an AJAX rendering issue. There are no errors in web developer console.
