Improve the 'Some of the pending updates cannot be applied because their dependencies were not met.' at update.php

This is current state of my D8.8.1 site.

when I run update.php i get:

• Some of the pending updates cannot be applied because their dependencies were not met.
• No pending updates.

Running drush updb and response is: [success] No pending updates.

Status Report states:
Database Updates: Out of date - Some modules have database schema updates to install. You should run the database update script immediately.

Proposed resolution

When the module is missing updates (hook_update_last_removed) - show the missing updates at update.php
