The max_choices property doesn't work in JS because of legacy settings call

Hi!

In term_reference_tree.js there was a legacy call to try and get settings from Drupal.settings, while drupalSettings object is what should've been used. Because of this, the script that makes checkboxes disabled when user checks max_choices count of them, doesn't work.

I have checked this both in dev and alpha-3 versions, the bus is in place in both.

Attaching the patch to fix the issue.
