Provide some helper validation if a CKEditor button requires a specific filter to work

It would be nice if in our CKEditor plugin definition, we defined an optional 'required_filter_plugin_id' in the annotation that is required for the buttons to work. And then do the validation ourselves here in Embed module.

I think this should even be submitted as a core feature.

    We're proposing to remove this for Drupal 11 compatibility.  @dave reid, any idea why this was added in the first place and why it's no longer needed? We'd like to move forward with Drupal 11 compatibility and basically most of this commit is removed in the D11 merge request.

    I say we move forward with a D11 rc1 release, keep our eyes on this and if no one misses it, kiss it good bye.
