Allow email subscriptions to Change records

Problem/Motivation

Sometimes you hear about a change which will affect your Drupal installation by chance, for example The sync directory is defined in $settings and not $config_directories , which you might first realize when something breaks down in your Drupal process.

Proposed resolution

It would be great if there was an option of subscribing to change records, and receive notifications, like you can with a module by clicking "Follow".

I suggest two new features, namely the options of:

  1. Subscribing to all Change records, the same way as clicking "Followed" > "Send e-mail > All issues" under a module
  2. Subscribing to individual Change records, like clicking "Follow" in a module issue

Perhaps it's possible to aggregate change records for the last seven days, and send out once a week?
