Prevent user from deleting entire menu

When using this module, in order for users to manage menus and menu links you must give a role access to the 'administer menus' permission. Then they can manage a menu which has a workbench access section matching their user account. This is great, except that the user can now delete the entire menu.

Can this module add some functionality to prevent this from happening? Perhaps a global config option? Maybe a permission or set of permissions (lower than 'administer menus') which could be applied globally per role, but not per menu?

I've looked at multiple other modules which may provide similar functionality when combined with workbench_menu_access, but I didn't test them.

Attached is the patch we've been using for this that also applies to the latest 2.x release. Sorry it doesn't include the test case.

So this would need:

* A test
* Documentation of the change -- and / or an update hook, given that this changes the behavior of menu deletion. I am ok with a documentation change for this, since granting this permission seems dicey.
