I can confirm this is not working.
I had to install the Language Switcher Extended ( https://www.drupal.org/project/language_switcher_extended → ) module for this.
In The block config the checkbox: "Show all enabled languages" has the following description:
Show all languages in the switcher no matter if there is a translation for the node or not. For languages without translation the switcher will redirect to homepage.
The feature "For languages without translation the switcher will redirect to homepage" is not working.
