I wasn't able to reproduce the issue, and no one else has reported it. I think it was need fixed.
After enabling message_example on a site with JSON:API already enabled the below error occurs
TypeError: Argument 2 passed to Drupal\jsonapi\Routing\Routes::Drupal\jsonapi\Routing\{closure}() must be an instance of Drupal\jsonapi\ResourceType\ResourceType, null given in Drupal\jsonapi\Routing\Routes::Drupal\jsonapi\Routing\{closure}() (line 434 of /var/www/html/web/core/modules/jsonapi/src/Routing/Routes.php)
