First day of week

Not sure I understand the desired behavior.

Would it be possible to have:

Week can start from Sunday or Monday or Saturday - depend on country.

/admin/config/regional/settings
is now used

Btw, server system settings used for start of week. But better to use config value, initial value of this can be taken from server settings.

Current fix answers to issue and gives consistency.
Using config value was not requested and would probably be over the actual need.
Open to more feedback, though
