CDN url can't be a required field

I used clientside validation 8.x-1.2 version.
I chosed to load the jquery validate library to my project and not use the CDN site.
In the 'clientside_validation_jquery_settings_form' I didnt marked the
'Use JS from CDN' checkbox.
but the field 'CDN Base URL' is required and I dont have a url that work correctly
Additinally, in the validate function it always checks the CDN url and because my CDN url isn't correct so I cant save the form.

Why this field is required? and why this validation always happens?

I am adding a patch by understanding the matter.
