Users asked to agree documents that they have no view access

It happens with all the entity legal plugins.

For anonymous users and the ProfileForm plugin, the agreement request is added to the user registration form for documents with the option "Require new users to accept this agreement on signup" enabled, even if the anonymous user has no access to view such document. Actually, the document link returns a 404. If case the ProfileFormEmbed is used, the document contents are also rendered.

For registered users, if the view access is not granted but the Re-accept is, the Redirect plugin ends in an infinite redirection loop. With the Message plugin, a message is shown but the document links also points to 404. On Popup, the popup is opened with the document contents and the agreement request, if submitted, the agreement is registered.
