Hi,
I noticed that the css dependency was wrongly loaded on not bootstrap based theme. As a consequence, my admin theme (not based on bootstrap) was having some css issues.
After some investigation I realized the issue was on hook_page_attachments(). I wrote a small patch to fix it.
