Taxonomy term sort order is not preserved

To reproduce

Create a list of terms in a vocabulary.
Hit the Reset to alphabetical button.
Export them via the Export taxonomies button.
Import them via the Import taxonomies (force) button.
Navigate to the vocabularies list of terms.
Notice that they're not in alphabetical order.

What should happen

The terms should maintain the same order as when they were exported.

Workaround

Hit the Reset to alphabetical button on each vocabulary after import.
