Fix RecurlyJS address requirement in config and base form

It looks like this was partially fixed already https://git.drupalcode.org/project/recurly/-/commit/41aeb297

But, we could still do the work of using dependency injection instead of `\Drupal::config` that the patch in #2 suggests.
