LanguageNegotiationUrlFallback should use content language for TYPE_URL fallback

LanguageNegotiationUrlFallback uses interface language as URL fallback language. It should use content language instead. Currently, path aliases are not resolved correctly if interface language and content language are not equal and LanguageNegotiationUrl negotiator is not used.
