I can not follow this. In which case it's wontfix.
LanguageNegotiationUrlFallback uses interface language as URL fallback language. It should use content language instead. Currently, path aliases are not resolved correctly if interface language and content language are not equal and LanguageNegotiationUrl negotiator is not used.
