Accessibility Improvements with Aria-Expanded, Focus-able Content, Aria-Controls

An effort to make these collapsible blocks more accessible by:

1. Add the expected Expand and Collapse text for screen readers using Aria-expanded on the accordion style links
2. Focus on expanded content after title link is a visited, requires tabindex on content and focus event when expanded
3. Aria-controls to connect the element and the control, primaryly use with Jaws screen reader to connect the elements for better navigation
