Permission to event form page is not correct

Hi,

I was testing the editor role on my website and found that the editor role` user can view the events logging setting form. I think the appropriate solution will be to create new permission to allow administer the configuration form for the event logging module.

I created the patch for the new permission. Please review and provide feedback.
