[PP-1] Improve positioning of publishing status label for media items in the administrative media library

Problem/Motivation

This is spun off from #3039829-37: Remove link to media item from media library view. → . That issue adds "edit" and "delete" buttons to each item in the administrative media library, with the side effect that the grey label used to indicate an item's publishing status is moved down in a way that might be unfavorable. We should consider if that needs to be improved/redesigned, and fix it in this issue if needed.
