[Move over credit) New feature to delete old locks after a set time

@smustgrave where should credit be moved to? Shouldn't just close this as Closed (outdated)?

With so many tickets that overlap i usually try to consolidate credit. But dealers choice

@smustgrave the timeout submodule was added 13 years ago... if you leave a comment like move over credit it helps if you explain to which issue and exactly what you want - I don't understand where you want me to move credit to.

As mentioned timeout module has been around for some time. That seems to cover the use case. If different request please reopen.
