Here's a reroll of the patch against Drupal core 9.5.x for all the ones still using that release.
When pasting code using the source button, there is an inconsistency between DrupalLink and the way CKeditor handles anchors without href.
CKEDITOR version
This is how CKeditor handles this types of links.
Drupal version
And this is how Drupal works
The main problem is that the second image shows that this type of links cannot be removed. The unlink button is grayed.
Remove link html if they don't include any href.
