Edit Deprecate unneeded parameter in LayoutBuilder constructor

In 📌 Allow synced Layout override Translations: translating labels and inline blocks Needs work we added a new parameter to the constructor for \Drupal\layout_builder\Element\LayoutBuilder.

In that issue we add the new parameter as optional.

We are not actually sure how to solve this problem right now. A general policy discussion is going on 📌 [policy, documentation] Clarify Constructor BC policy and document best practices for subclassing other classes Active

I think this issue may no longer be required? In the MR for 📌 Allow synced Layout override Translations: translating labels and inline blocks Needs work there is now a deprecation thrown if a LayoutBuilder object is created without the EntityTypeManager being passed to it's constructor.

Would be good for @tedbow to confirm thats what this issue was originally about. From reading through the linked issue I believe this can closed, but I'd rather get confirmation to be sure.
