Config value of format_configuration.target not read correctly, leading to 'Target content' dropdown always defaulting to 'Empty'

Hoping title says it all.

The correctly saved Config settings.format_configuration.target isn't read correctly, resulting in a NULL value and the default selected value always being the 'Empty' one.
