"Image Hover Effect" option not present, no image zooming in Drupal 8.7.1

After installing the image_hover_effects module on Drupal 8.7.1, I'm able to set the image type to "image with hover effect", but when I click on the gear to configure the image display, I see no option to set the "Image Hover Effect".

When viewing nodes with this field, there is no image zooming.

I don't see any warnings or errors in the dblog.
