I created ckeditor_link_styles, which should meet this use case for CKEditor 5.
Add a custom ckeditor plugin that lets a Site Admin define classes for link similar to the way ckeditor allows a Site Admin to define them for the default styles plugin. This allows a user entering content choose a link style while they are creating the link without needing to know the exact class name, they can simple choose from a select list of options.
